Users can access the camera, take a photo or video, and send it, like in the other versions.
While DC-Desktop can access the camera to scan QR codes, it cannot take photos or videos.
I think it would make sense for DC-Desktop to catch up with the other versions in this area, since most devices today have cameras.
For example, make “circles” like in Telegram
Videos can already be posted which appear in the timeline inline if its encoding is good. Do you mean you would prefer to see autoplay for marked videos of trusted contacts? 
I mean the possibility to record a video message directly in DC-Desktop, similar to a voice message, and to take a photo. In the other versions, this is done by selecting the camera in the attachment menu.
