Add playback speed toggle

Expected behavior

Allow to increase (or for those few, decrease) the playback speed of audio and videio clips, at preset values from 0.5x up to 3x.

Actual behavior

Playback speed is 1x without a way to change it.

This is present already for Desktop on Linux at least.
Not present on android or iOS for the time being. Would be really nice to have.

DeltaTouch has one-speed playback. You can always open files with an external program, but internal is more convenient. And multispeed is especially useful for language learning. A continuously-variable speed like VLC has is a bit nicer than presets-only.
