Changing my avatar on linux desktop seems to just not do anything except update the display image for me. It doesn’t send any emails looking at my smtp server logs, and my friends don’t get my updated avatar. I don’t see anything relevant in the delta chat log either.
Group avatars work fine.

to your questions:
there are no mails sent directly when the avatar is updated.
instead, the updated avatar is sent along with your regular mails to friends and groups - so, others will see your new avatar as soon as you write to them.
