For information, this problem went away after I took Delta Chat off the whitelist for Android’s “Ultra Data Saving” mode and stopped regularly using wifi.
In other words, banned DC from background data use. Meaning no more push messages.
Seems like quite good circumstantial evidence of a problem needing to be fixed.
