Who is the sender behind and how do they communicate with the receivers?
How do they know the addresses to send them to?

They are generated by your Delta Chat client. I.e., they are not leaving your device and you can’t answer them.
You mean they are written by the developers and I can only get new messages if I update the app?
Here it says they are “Locally generated messages”, however it also says they inform about app updates. An app update message is not a locally generated message, it needs some kind of communication to trigger that message.
Can someone shed some light on this matter?
the device messages work totally offline, without any network required.
what the description means that after you have installed an update, you may get information about the already installed updated, eg. “what’s new”.
the device message do not inform you “hey, there is a new update, please install”. recommended way for that is to install from a source with automatic updates.

You can start a chat with the Deltachat status bot to get updates on request, or RSS to get push notifications.

What is the behavior if you skip over one or more releases when updating? Do the device messages show you “what’s new” for the release(s) which you skipped over or only for the latest release?
For example if you update directly from v2.43 to v2.48 would the device messages show you what’s new in v2.47 as well as v2.48 or only what’s new in v2.48?
we do not add “What’s new?” device messages for every version and every feature, but usually only for larger changes, that are really finished, and not advanced. and someone has to do this marketing
these messages stay around for several versions then, and are rarely missed.
but we also do not add legacy device messages - so yes, if you do not update for a long time, you may miss some.
