More present settings button on DC desktop?

I heard from problems finding the settings button on DC desktop. If you are not familiar with various types of settings icons it can get out of sight easily.
People wanted to open “add as a second device” but clicked on the “+” of adding a new profile or they could not change their profile picture. Settings buttons are expected more on the top.

Expected behavior

DC desktop settings button is more present, maybe on the top left corner. Additionally, the difference between the “settings button” and “profile buttons” can be seen visually more direct.

Actual behavior

CD desktop settings button is somewhat hidden on the bottom left corner.
Confusion with the profile “+” button is possible.

before changing the position and other larger things, we should iterate over the layout - it indeed looks disabled, where it should have the same “white” as other icons.

also, “Settings” should be in the main menu, we should double check if this is true on all platforms (on macOS i can confirm)

if we get afterwards get further complains, we can iterate again
