Would it work for you if mailing lists and group chats are muted by default, while 1:1 chats are unmuted once you accept them? Maybe some heuristics like this can help already and then you can mute/unmute in exceptional case.
Adding three buttons is an obvious solution, but it will clutter the screen, require changes on all platforms etc., like all the “add an option” solutions.
