Outgoing media quality option on iOS

Some iOS users are complaining that it is too “expensive” to use Delta Chat on iOS, because the images are sent uncompressed, would be nice to have media compression in iOS, like in Android, don’t know how feasible it is to implement this on iOS.

for the record, it was a long way, however, meanwhile Android, Desktop and iOS mostly have the same features - this includes Settings / Chats / Outgoing Media Quality
