When I try to use this bot I see an error “Aborting previously unfinished QR Join process”, how to verify it manually?

Can I using Telegram bridge (bot) to chat with a Telegram user not only a Telegram group?

the error you mention is in your Delta Chat I guess, that is a known issue, because you scanned a QR and tried it to scan again a QR before the process of verification of the initial scan concluded
about the bot, it is a relay bot, not a puppeting bot, it is not meant to allow you to use your Telegram account but to participate in Telegram rooms without using/needing a Telegram account
