Add language config option other than System Language to Windows Desktop client

Expected behavior

When running the Windows Desktop app e.g. in a German localized Windows, I would prefer to change the application language to English to get better error messages, especially when making screenshots to explain things to other user. Currently the GUI uses German messages and mixes that with whatever language the other contacts use, sometimes leading to quirky text.
The same happens the other way around as well obviously, but I have mostly English-language contacts, so English would be preferable.
Some elements use UK locale, e.g. the date entries, I assume that comes from the server and is not localized

Actual behavior

The application has no setting for language and changing the language requires either deleting the locales dir in the install dir or running it via a cmd file that changes the language

Unfortunately some options are scattered between the “settings” dialog and the window menu. Language is one of them.

Ok, I totally missed that. I fell for the explanation returned by Google Search that the language settings are working on Mac but not on Windows, sorry.
